Abstract

The situation of Libya constitutes a challenge for the European security. Terrorism, illegal immigration and hydrocarbons flux affects its stability. The atomization of powers, into base of local authorities and militias, facilitates the expansion of Daesh. The formation of a new government opens a window of hope. The European Union expects to favour the process of post-conflict reconstruction and on of the working areas of security structures reinforcement. Currently, the European Union develops several missions of this kind (EUTM Mali, Somalia, RCA, EUCAP-Sahel, EUBAM). The positivism and use of lessons are necessary approaches before beginning any mission, so that it is obligatory to compile lessons from others scenarios and apply them in the case of Libya.
