Abstract

So far this decade, the world has witnessed a dizzying succession of security threats: From Russia's aggression in Ukraine, which has rekindled military tensions between powers that seem to evoke the Cold War - including the nuclear threat - to the HIV/AIDS pandemic, food shortages, energy shortages and the effects of accelerating climate change and environmental degradation. To describe this last group as "new threats" would be to disregard the reality of a large part of the world's population, which has been experiencing them for decades, and which were already identified as threats to peace and security by Kofi Annan in his report In Larger Freedom (UNSG, 2005: para. 78).
